Dodgy arguments 2

Government ministers apparently think that "they can win the argument on top-up fees because middle-class parents won't pay a penny, unless they choose to support their children" ("Battle to stave off fees defeat", THES , August 8).

For a government so keen on family values, children's rights and the like, this seems a remarkable policy. When did encouraging parents not to support their children become part of government strategy? Does New Labour have any guidelines for an appropriate age to abandon them?
