While Hefce's intended review of the research assessment process is welcome, there must be concern about the decision "separately" to examine the funding method. This is a missed opportunity to consider assessment and funding as indivisible.

The main criticism of the RAE is that improved research provision is no guarantee of commensurate funding. Any examination should inspect the funding consequences of assessment and offer more for improved research quality. The system should reward potential. The allocation of research funds should not be biased towards long-established subjects. New universities - which were hit particularly hard by the RAE - should be given greater recognition.
