Browne's hidden hand a slap in sector's face (part 2)

The battle is raging over whether competition is a good way to drive up quality in the sector. If we accept Lord Browne's (and presumably the government's) view that it is, why exclude science, technology, engineering and mathematics subjects from the wonderful effects of proper competition? Surely we should be applying the most effective techniques to our highest priorities?

Could it be because Browne et al do not believe it themselves?
